Freyssinet is proud to contribute to the renovation of the International Monetary Fund (IMF) Headquarters, a prominent 13-story office building located in the heart of Washington, D.C. The facility also includes a mechanical penthouse and six below-grade levels, totaling approximately 1.4 million square feet of space which required selective demolition, interior construction, re-roofing, and comprehensive structural, mechanical, electrical, plumbing, and fire protection upgrades.
This large-scale modernization project was led by Grunley Construction as the General Contractor, with the International Monetary Fund (IMF) as the project owner. Renovation work began in June 2013, with phased improvements designed to support the evolving needs of a secure, mission-critical institution.

Freyssinet's Scope of Work
Freyssinet was responsible for the design and installation of its proprietary Foreva® TFC Fiber Reinforced Polymer (FRP) Composite System at multiple key locations throughout the facility. Our advanced strengthening solutions were implemented to accommodate structural modifications and increased mechanical loads.
Our work included:
- Strengthening of existing 8-inch concrete slabs at the rear and concourse levels to support additional positive bending moments.
- Reinforcement of 26” x 21.5” stair spandrels due to new structural openings nearby.
- Upgrading of multiple beams across the building to handle added mechanical equipment loads.
- Enhancement of flat slabs for negative flexural moments at several points.
- Strengthening of 21.5” waffle slabs along the ribs for positive moment resistance.
- Replacement of disrupted #11 and #7 steel reinforcement bars with near-surface-mounted (NSM) carbon fiber rods at the ground and second levels—design and installation fully executed by Freyssinet.
- Shear strengthening of heavily loaded beams using carbon anchors.
- Blast-resistant design considerations for critical second-level elements are currently under discussion for future implementation.
