The Maryland Transportation Authority (MDTA) oversees the maintenance of I-895, an auxiliary interstate highway, also known as the Harbor Tunnel Thruway.

The highway stretches 11.44 miles between one junction with I-95 in Elkridge, MD,  and another interchange with I-95 on the east side of Baltimore, MD. Freyssinet was contracted to repair all 18 bridges along I-895 to help ensure that the integrity of the vital highway remained strong.

Due to damage caused by years of exposure to traffic and environmental elements, Freyssinet’s mission consisted of bridge repairs to both superstructures and substructures.

Project Description

MDTA 895-18 Bridges - Concrete Restoration Project in Maryland Freyssinet

Our complex scope of work encompassed pedestal replacement, jacking, bearing replacement (rocker, plate shoe, elastomeric), concrete repairs, epoxy injection, GFRP and CFRP epoxy coating of piers and caps, welding and torching, rubblizing abutments, beam replacement, and expansion joint replacement (foam, silicone, compression).

To access the work on multiple bridges, Freyssinet used several schemes, such as:

  • Articulating MEWPs
  • All-terrain scissor lifts
  • Spider lifts
  • Multiple hydro-platforms
  • Scaffolding
  • Bucket trucks

This was one of the most challenging aspects of the MDTA 895-18 Bridges project, as the team had to adapt to each of the eighteen bridges and modify their approach accordingly to successfully reach the work sites.

Navigating Challenges & Project Completion

Freyssinet overcame many hurdles on the MDTA 895-18 Bridges project. We endured two floods from the Patapsco River, including the historic flood of Ellicott City, which devastated many in the area and caused damage to Freyssinet’s equipment. Like the community, Freyssinet had to dig out and rebuild. The crew performed its work on and above active highways, rivers, estuaries, and train tracks, necessitating meticulous coordination with Amtrak and state entities to ensure the highest safety standards. Additionally, they successfully performed the jacking operations with a multi-jack manifold under live loads for the first time on I-895, showcasing the team’s long-standing expertise.

Notably, there were no injuries or traffic stoppages throughout the difficult MDTA 895-18 Bridges project. Freyssinet was also rewarded multiple change orders for additional GFRP and epoxy coating, giving the bridges a renewed look and elemental protection. The work was completed successfully and efficiently by the Freyssinet team.
